Capital Improvement Board

The City of Twinsburg Capital Improvement Board (CIB) plays an important role in planning for the City’s long-term infrastructure, facilities and equipment needs. Established under Section 127.07 of the City’s Codified Ordinances, the five-member resident board reviews proposed capital improvement requests and provides recommendations to City Council and the Administration.

Board members are appointed by City Council to two-year terms and must be qualified electors of the City who hold no other public office. The Board meets at least four times each year and works in coordination with City Council committees, City departments and other boards and commissions.

As part of the annual capital planning process, the CIB reviews requests submitted by City departments, meets with department representatives when additional information is needed, and evaluates proposed investments before making its recommendations. Those recommendations help inform the Finance Committee and City Council as they determine which capital projects should move forward.

August 25, 2026 – 5:30 p.m.
CIB meeting for introductions and review of the 2026 Capital Request.

September 1, 2026 – 5:30 p.m.
CIB and Finance Committee meeting with selected department heads to review 2027 Capital Requests.

September 8, 2026 – 5:30 p.m.
CIB and Finance Committee meeting with selected department heads to continue review of 2027 Capital Requests.

September 15, 2026 – 5:30 p.m.
CIB and Finance Committee meeting for final review and voting on Capital Request items.

September 22, 2026 – 6:30 p.m.
Finance Committee meeting to discuss the 2027 Capital Improvement Program, receive the CIB's recommendations and vote on Capital Improvement Projects.

Authority and Responsibilities

The Capital Improvement Board is established under Section 127.07 of the Codified Ordinances of the City of Twinsburg. The Board is charged with considering proposed capital improvements and making recommendations to City Council and the Administration. Copies of its reports and recommendations are filed with the Clerk of Council.

The Board was established by Ordinance 21-2021, passed May 11, 2021.
