The City of Twinsburg had been in discussions with Summit County Engineers office for a number of years about replacing the Glenwood Drive bridge over Tinkers Creek. In 2022 the bridge inspection indicated that the structure needed to be posted with load restrictions and was posted with load restriction warning signs. This moved the project up in priority and helped in securing funding for this project. The table below indicates estimated cost in 2023 dollars that will be adjusted for inflation per the funding guidelines based on the actual year of construction. The County is the owner of the bridge and the lead on this project with construction anticipated in 2028.
The City participation in the project is for sidewalks and aesthetics to be included in the design. Also included with the bridge project will be a waterline replacement of a line that is currently attached to the underside of the bridge. The waterline is to be funded 100% funded by the City of Twinsburg and we anticipate submitting an OPWC application in 2026 for additional state funding (estimate to be determined).

Bridge repairs performed by County. The piers were patched, the deck joints were replaced with elastomeric/asphaltic joints and the deck was waterproofed and resurfaced.

County issued letter to City stating they would no longer be responsible for sidewalk on the bridge.
February 2020
Glenwood Drive Bridge Replacement Over Tinkers Creek has finished this stage
City provided a letter of support from SCE for bridge replacement. However, it was not in priority ranking for the County that maintains 281 bridges. SCE anticipates the need to complete major rehabilitation or possibly total replacement of this bridge within the next 6 to 10 years. The City continued to pursue moving the bridge up in priority.

Resolution 45-2024 City entered into Cooperative Agreement with Summit County for project. City participated in Reviewing Technical Proposals received by County – Michael Baker International, Inc selected out of four firms that submitted.
May 2024
Glenwood Drive Bridge Replacement Over Tinkers Creek has finished this stage
City attended fee scoping meeting for the project so price proposal can be prepared for all work anticipated. At this meeting, it was determined the NEPA Environmental Process would need to address a known maternity colony for little brown bats that live under the bridge. ODNR funding for bat houses to be investigated to try and relocate bats prior to 2028 project. Also a project demolition would need to occur in winter months before roost season.

ODOT commissioned ODNR to construct the 7-chamber boxes and they have committed to complete them by April 2025. That funding has already been provided to the ODNR - Division of Forestry shop that will be building the boxes. City of Twinsburg to assist with installation on City Park property. Coordination email with SSWCD due to conservation easements associated with park property.
