Code Twinsburg - Zoning Code Update Project

<p>The City of Twinsburg, in partnership with Glenwillow, Macedonia, and Oakwood Village, is planning improvements to the Ravenna/Shepard/Broadway/Richmond Intersection. This federally funded project will improve safety and functionality of the intersection. </p><p>The work included in this project:</p><ul><li>Adding right-turn lanes on Ravenna Road and Broadway Avenue</li><li>Adding a left turn lane on Shepard Road. </li><li>Curb, sidewalk, signal, limited driveway restoration, and drainage improvement</li><li>Acquisition of minor new permanent and/or temporary rights-of-way as necessary to accommodate the proposed work </li></ul><p><br></p><div class="fr-img-space-wrap"><span class="fr-img-caption fr-fic fr-dib" style="width: 796px;"><span class="fr-img-wrap"><img src="https://s3-us-west-1.amazonaws.com/ehq-production-us-california/2ced486d18c0dd91b4ced92227d08212d6a66c45/original/1724174262/49bb276b53c9a2615a9f8ff6bda534f4_Drawing1.jpg?1724174262"><span class="fr-inner"></span></span></span><p class="fr-img-space-wrap2"><span style="font-size: 18px;"><strong>Project Timeframe</strong></span></p>The project is anticipated to begin in 2025. A minimum of one lane of traffic in each direction for all roads will be maintained during the duration of construction and local access for abutting properties and adjacent streets will be maintained at all times. Construction and lane restrictions will be posted prior to the start of construction. </div><p><br></p><p><strong><span style="font-size: 18px;">Project Funding</span></strong><br>The updated 2024 estimated construction cost of the project is $2,205,000.00. 80% of this is funded by Federal Highway Administration (FHWA). An additional, $309,088 obtained from Ohio Public Works Commission (OPWC) will reimburse a portion of the engineering and inspection costs.</p><p><br></p><p><br></p>

Ravenna/Shepard/Broadway/Richmond Intersection Improvement 

<h2><strong>Phase I: Tinkers Creek Interceptor Sewer</strong></h2><p>This work consists of increasing sewer capacity by adding a new PVC sewer parallel to an existing VCP sewer, in the City of Twinsburg (the City).</p><p>A parallel 15-inch sewer will be run 1,850 feet which will divide the sewage flow at the top end near Glenwood Drive into two trunk lines. The 15-inch sanitary lines will reconnect at a point downstream in the system where the downstream pipe is 24 inches. The construction will allow the existing system to continue to operate during construction and then the two lines will be connected by sewer at manholes as designed. This construction process reduces concerns with sanitary sewage coming in contact with the creek and will reduce the hydraulic grade line in the 15-inch sanitary and chance for overflow. In addition, four new manholes, one cored manhole, and one doghouse manhole will also be constructed. The area will be restored to existing conditions.</p><p><strong>Project Costs and Funding</strong><br>The project costs include engineering, permits, construction and inspection with a preliminary estimate of $507,180. </p><p><em>OPWC/Local Subdivision Participation Percentages</em>: For the sole and express purpose of financing/reimbursing costs of the Project, the estimated costs of which are set forth and described below, the recipient hereby designates its Local Subdivision Percentage Contribution as amounting to a minimum total value of 50.7<strong>% </strong>of the total Project Cost. The OPWC Participation Percentage shall be 49.3<strong>% </strong>not to exceed $250,000. Summit County Sanitary Sewer Services will contribute $50,000 to the project.</p><hr><h2><strong>Phase II: East Idlewood Pedestrian Bridge</strong></h2><p>This project includes the demolition and replacement of the existing single span steel truss trail bridge with a new, single span steel truss pedestrian bridge on concrete abutments, raising the bridge by 4.5 feet, ADA compliant sidewalk and ADA ramps and landings.</p><hr><h2><strong>Phase III: East Idlewood Playground Demolition and Installation </strong></h2><p>Beginning in October 2024, in conjunction with the work being done at East Idlewood bridge, the East Idlewood playground will close for demolition. The installation of the new playground will begin in early Spring of 2025. The off-season will be spent getting the site prepared. This playground is part of the playground replacement plan introduced in 2023. This plan allows the City to evaluate and work to replace all of outdated playgrounds with modern equipment, and also create a plan to maintain these playgrounds as they age. The replacement of playgrounds each year will be based on condition and budget and while this is a capital budget expense, grant funding opportunities will be pursued.</p>
