When will the intersection improvements at Ravenna Road, Shepard Road, and Richmond Road be completed?
Thanks for asking. We understand this project has taken longer than anyone would have liked, and we truly appreciate the community’s patience as the final pieces come together.
The City is currently expecting delivery of the new traffic signal poles and equipment in April. These components have been on backorder, there is a chance delivery could slip. Once the signals arrive and are installed, the contractor will be able to complete the final paving work at the intersection.
If the schedule holds and the signals arrive in April, paving could take place in May—once the local asphalt plants reopen for the season and temperatures are appropriate for surface installation. If there are additional delays with the signal delivery or weather-related paving schedules, the timeline may extend slightly into early summer.
The remaining work includes installation of the traffic signal poles, final milling and resurfacing of the intersection once asphalt plants reopen, completion of a few remaining asphalt driveways, some curb work on Shepard Road, and final landscaping.
This has been one of the more complex projects the City has undertaken. The intersection sits at the boundary of four municipalities and two counties, and the improvements required coordination among multiple agencies, utility companies, and multiple funding sources to reach an equitable solution for everyone involved.
While the process has taken time, the end result will be a significantly improved gateway into the community with better traffic flow, updated signals, and a much cleaner, more modern intersection. Thank you again to everyone who has remained patient throughout the process. We believe the finished intersection will be well worth the wait.

The City of Twinsburg, in partnership with Glenwillow, Macedonia, and Oakwood Village, is planning improvements to the Ravenna/Shepard/Broadway/Richmond Intersection. This federally funded project will improve safety and functionality of the intersection.
The work included in this project:
- Adding right-turn lanes on Ravenna Road and Broadway Avenue
- Adding a left turn lane on Shepard Road.
- Curb, sidewalk, signal, limited driveway restoration, and drainage improvement
- Acquisition of minor new permanent and/or temporary rights-of-way as necessary to accommodate the proposed work

Project Timeframe
The project is anticipated to begin in 2025. A minimum of one lane of traffic in each direction for all roads will be maintained during the duration of construction and local access for abutting properties and adjacent streets will be maintained at all times. Construction and lane restrictions will be posted prior to the start of construction.
Project Funding
The updated 2024 estimated construction cost of the project is $2,205,000.00. 80% of this is funded by Federal Highway Administration (FHWA). An additional, $309,088 obtained from Ohio Public Works Commission (OPWC) will reimburse a portion of the engineering and inspection costs.
